Spain will expand smoke-free zones and tighten regulations on e-cigarettes

Spain Tightens E-Cigarette Law 2025: Disposables and Flavors in Focus

Spain is facing a drastic shift in tobacco policy. The Spanish Ministry of Health plans comprehensive legislative changes for 2025 that will heavily regulate the e-cigarette (vape) market. The goal of these measures is to strengthen youth protection and significantly expand smoke-free zones.

Here you will learn what concrete changes will occur for vapers in Spain.

The End of Colorful Vapes? Strict Rules for Disposable Devices

The planned amendment of the Royal Decree No. 579/2017 targets the attractiveness of e-cigarettes, especially among young people. In the last four years, the number of vapers in Spain has doubled – a trend the government now aims to curb.

The new regulations focus on two main areas:

  • Ban on Flavors: Especially sweet and fruity flavors (like strawberry, mango, or candies) that attract youth are to be more strictly regulated or banned.
  • Standardized Packaging (Plain Packaging): The colorful, toy-like design of disposable e-cigarettes is to disappear. A neutral uniform packaging will eliminate visual appeal and emphasize health warnings.

Smoke-free zones will be massively expanded

In addition to product regulation, Spain also plans a reform of the Law No. 28/2005. The goal: More 'smoke-free air' for everyone.

The expansion of smoke-free zones means:

  • More ban zones: Vaping and smoking will be prohibited at additional public places and workplaces.
  • Protection against Passive Smoke: This measure aims to more effectively protect the population, especially non-smokers and children, from the dangers of passive smoking and to reduce the risk of respiratory and cardiovascular diseases.

Widespread support and EU compliance

The Spanish initiative is not an isolated effort. The measures are in line with the recommendations of the European Commission and aim to create a 'smoke-free generation.' According to the ministry, the plan enjoys broad support among the population, which is increasingly advocating for a healthier living environment.

What does this mean for tourists and locals?

For vacationers and residents, stricter times are coming in 2025. Those using e-cigarettes will face fewer flavor options, more neutral packaging, and fewer places where vaping is permitted. Spain is positioning itself as one of the leaders in strict health protection within the EU.
